I believe that's considered a harvest crash cause 63 probes to one planet is simply overkill. 10-12 is enough even for some one 3-5 ESP levels above you.

1. They had too many probes.
2. They needed some crystal.

Say you want to "thin the herd". Crash those overstock ships (usually L/H fighters and probes) in hopes of quickly harvesting the DF. I did that once... more on accident though, but was lucky to get 75-80% of the DF.
